चंडीगढ़ । हरियाणा विधानसभा में दंड विधि संशोधन विधेयक 2018 सदन ने पारित कर दिया है. अब 12 साल उम्र तक की नाबालिगों से दुष्कर्म के दोषियों को मौत की सजा दी जा सकेगी. हरियाणा सरकार ने कानून पर मुहर लगा दी है. सरकार के इस कदम से कई राज्यों पर भी ऐसा कानून पारित करने का दवाब बढ़ सकता है. वहीं कांग्रेस नेता किरण चौधरी ने सदन में मांग की है. ना सिर्फ 12 साल बल्की सभी दुष्कर्म के मामलों में मौत की सजा का प्रावधान किया जाए. वहीं कांग्रेस विधायक करण दलाल ने कहा कि ‘इस कानून के तहत जांच अधिकारी आईपीएस रैंक का अफसर होना चाहिए. इसके साथ ही ‘दुष्कर्म के मामलों की सुनवाई के लिए विशेष अदालत बनाई जानी चाहिए. सीएम ने कहा कि इस इस मामले में विपक्ष की ओर से जितने भी सुझाव आए हैं एक कमेटी बनाकर इन सभी बातों पर विचार किया जाएगा. कुछ दिन पहले ही हरियाणा सरकार ने 12 साल तक की लड़की से रेप या गैंगरेप के मामले में दोषी को मौत की सजा का बड़ा फैसला लिया था. कैबिनेट की बैठक में लिए गए फैसले के अनुसार, ऐसे मामलों में कम से कम 14 साल के सश्रम कारावास या मौत की सजा की बात कही गई थी. वहीं सजा की अवधि बढ़ाई भी जा सकती थी. मध्य प्रदेश के बाद हरियाणा दूसरा ऐसा राज्य बन गया है, जिसमें 12 साल तक की बच्चियों के साथ बलात्कार के लिए इतनी कठोर सजा का प्रावधान किया गया है. हरियाणा कैबिनेट के इस फैसले को आने वाले विधानसभा के बजट सत्र में विधानसभा में पारित करवाया जाएगा. बताया जाता है कि हरियाणा कैबिनेट की बैठक में यह फैसला लिया गया कि दुष्कर्म के आरोपियों पर सख्त से सख्त कार्रवाई की जानी चाहिए. राज्य मंत्री कृष्ण सिंह बेदी ने कैबिनेट के फैसले की जानकारी देते हुए बताया कि 18 मुद्दों पर चर्चा की गई. इसमें हरियाणा पुलिस नॉन गेजटेड रैंक में भी कुछ फेरबदल किए गए हैं. साथ ही जिस परिवार का कोई भी व्यक्ति सरकारी नौकरी में नहीं है, उन्हें कांस्टेबल भर्ती में 5त्न की छूट दी जाएगी. राज्य की नई कपड़ा नीति भी बनाई गई है. इसके तहत पांच हजार लोगों को नौकरी मिलेगी और आने वाले दस सालों में एक लाख लोगों को रोजगार दिया जाएगा.
