यूक्रेन पर संकट का जिम्मेदार कौन ?

यूक्रेन इस समय दो पाटों के बीच फँस कर रह गया है। जिसके लिए यूक्रेन को कदापि जिम्मेदार (responsible) नहीं ठहराया जा सकता है। यू़क्रेन कुछ साल पहले तक तब के यू.एस.एस.आर. (erstwhile u.s.s.r) का हिस्सा रह चुका है। मौजूदा रूस यह चाहता है कि यूक्रेन उसके प्रभाव में रहे। जबकि यूक्रेन रूस के प्रभाव और दबाव से मुक्त रहना चाहता है। इसी जद्दोजहद ने दोनों देशों के बीच दुश्मनों जैसे हालात पैदा कर दिये हैं। यूक्रेन, नेटो (nato) का सदस्य बनना चाहता है ताकि वह अपनी प्रभुसत्ता (sovereignty) के रक्षा कर सके। रूस के लिए यह असह्य (non-tolerable) है। इसी द्विपक्षीय (bilateral) घर्षण के रहते अमेरिका यूक्रेन के पक्ष में कूद पड़ा है। अब कई दिनों से अमेरिका और रूस एक दूसरे पर दोषारोपण कर रहे हैं। अमेरिका अपने रवैये (stand) से पीछे हटने को तैयार नहीं। वह स्वयं को यूक्रेन का रक्षक सिद्ध कर रहा है। जबकि रूस को आक्रमणकारी देश के रूप प्रस्तुत कर रहा है। रूस के द्वारा यूक्रेन की सीमा पर सेनाओं का जमावड़ा अमेरिका के पक्ष को मजबूती दे रहा है। किसी भी देश को छूट है कि वह किस संगठन में शामिल हो और किस संगठन में शामिल न हो। संयुक्त राष्ट्र संघ (uno) को औपचारिकताओं के बजाय प्रभावी कदम उठाना चाहिए। संयुक्त राष्ट्र संघ की स्थायी सुरक्षा परिषद (permanent security council) में भले ही यह मुद्दा आया हो लेकिन क्या मौजूदा स्थायी सुरक्षा परिषद ऐसे मामलों में कोई स्पष्ट निर्णय ले सकती है। स्थायी सुरक्षा परिषद में सुधार की जरूरत को समझा जाना चाहिए। संसार के किसी भी देश को दूसरे देश की प्रभुसत्ता (sovereignty) पर डाका डालने का हक नहीं है। भले ही वह रूस ही क्यों न हो। जब तक स्थायी सुरक्षा परिषद में लोकतांत्रिक सुधार नहीं होगा तब तक ऐसी युद्ध की आंशकाओं पर अंकुश (curb) लगाना संभव नहीं।
