एनडीआरएफ यानी राष्ट्रीय आपदा प्रतिरक्षा बल देश को बड़ी-बड़ी आपदाओं से बचाता है। जब विपदाओं के सामने हमारे हाँथ-पाँव फूल जाते हैं तब एनडीआरएफ हमें मौत के मुँह से खींचकर बाहर लाता है और हमारी सुरक्षा सुनिश्चित करता है। यह राष्ट्रीय बल आपदा पीड़ित लोगों का बल है। अभी तक एनडीआरएफ ने कई बार स्वयं की जान जोखिम में डालकर लाखों लोगों की जान बचाई है। ऐसी स्थिति में पीड़ित लोग एनडीआरएफ के जवानों और अफसरों को भगवान कहकर पुकारते हैं। क्योंकि भारी विपदा में जब विनाश का ताण्डव चारों ओर दिखाई देता है तब ये भगवान बन कर ही आते हैं। एनडीआरएफ की स्थापना सन् 2006 में हुई थी। इसकी स्थापना आपदा प्रबन्धन कानून (disaster management act-2005) के तहत हुई थी। इस फोर्स का लक्ष्य है – आपदा सेवा सदैव। इस समय इस फोर्स में 13 हजार व्यक्ति हैं। इसमें कुल 16 बटालियन हैं। हर बटालियन में करीब 1149 व्यक्ति हैं। हर एक बटालियन में आपदा बचाव टीमें हैं। हर टीम में 45 जवान हैं। इन 45 जवानों में इंजीनियर, तकनीशियन , विद्युतकर्मी, डॉग स्काड सहित मेडिकल और पैरामेडिकल कर्मी शामिल होते हैं ताकि किसी भी हालात से पीड़ितों को उबारा जा सके और नुकसान को कम से कम सीमा तक सीमित किया जा सके। इस समय देश के 12 संवेदनशील स्थलों पर एनडीआरएफ की बटालियन तैनात हैं। आसाम, पश्चिम बंगाल, उड़ीसा, तमिलनाडु, महाराष्ट्र, गुजरात, पंजाब, उत्तर प्रदेश, बिहार, आन्ध्र प्रदेश, अरूणांचल प्रदेश और जम्मू कश्मीर के क्षेत्रों में एनडीआरएफ की बटालियन तैनात हैं। आपदा आते ही ये जवान पल भर गँवाए बिना एक्शन में आकर लोगों को विपदा बचाते हैं और जल्दी से जल्दी सुरक्षित स्थानों पर पहुँचाने का काम करते हैं। सीधे प्रधानमंत्री के नियंत्रण में रहता है यह महत्वपूर्ण बल। राष्ट्रीय आपदा प्रबन्धन प्राधिकरण (NDMA) के अधीन काम करता है एनडीआरएफ। प्रधानमंत्री एनडीआरएफ के चेयरमैन होते हैं। देश का गृह मंत्रालय (MHA) इस आपदा बल की नोडल मिनिस्ट्री है। इस तरह एनडीआरएफ को भारत सरकार ने बेहद महत्वपूर्ण सुरक्षा कवच का दर्जा दिया हुआ है। गुजरे वर्षों में तमाम आपदाएं देश पर टूट पड़ीं। इन आपदाओं में एनडीआरएफ के शूरवीर चीते की फुर्ती से एक्शन में आकर जान हथेली में लेकर लोेगों को आपदाओं से बाहर निकालते रहे हैं। तभी तो आपदा से बचने वाला हर व्यक्ति इन्हें भगवान कह कर सम्बोधित करता है। -सावित्री पुत्र वीर झुग्गीवाला (वीरेन्द्र देव), पत्रकार, देहरादून।
