ट्रेनें रोकीं, आगजनी, मध्य प्रदेश में पेट्रोल पंप बंद
नईदिल्ली । केंद्र की बीजेपी सरकार की तरफ से एससी/एसटी ऐक्ट में किए गए संसोधन के बाद गुरुवार को सवर्ण संगठनों द्वारा बुलाए गए भारत बंद का व्यापक असर देखने को मिल रहा है। बंद का सबसे ज्यादा बिहार में देखा जा रहा है। बिहार के अलग-अलग जिलों में प्रदर्शन की खबरें आ रही हैं। ट्रेनों के साथ सड़कों पर चक्का जाम किया गया है। वहीं मध्य प्रदेश में ड्रोन के जरिए निगरानी की जा रही है। यहां लोगों ने काले कपड़े पहनकर प्रदर्शन किया। बंद का असर राजस्थान, यूपी, उत्तराखंड, महाराष्ट्र सहित दूसरे राज्यों में भी देखा जा रहा है।
आरा में ट्रेनें रोकीं, नालंदा में आगजनी
बिहार के आरा जिले के रेलवे स्टेशन में सवर्णों ने ट्रेन रोककर प्रदर्शन किया। तो वहीं मधुबनी में नैशनल हाइवे 105 को आंदोलनकारियों ने जाम कर दिया। लंबा जाम लगने की वजह से यात्रियों को काफी परेशानी का सामना करना पड़ रहा है। इसके अलावा नैशनल हाइवे 31 को भी जाम करके आंदोलनकारी केंद्र सरकार के खिलाफ नारेबाजी कर रहे हैं।
बिहार संपर्क क्रांति रोकी, छपरा में जाम
सीतामढ़ी में भी दरभंगा-रक्सौल ट्रेन रोकने का मामला सामने आया है। दरभंगा में बिहार संपर्क क्रांति एक्सप्रेस रोक दी गई। इसके अलावा नालंदा में आगजनी की घटनाएं हो रही हैं। छपरा के भिखारी ठाकुर चौक को भी आंदोलनकारियों ने जाम कर दिया और सरकार के खिलाफ आक्रोश व्यक्त कर रहे हैं।
एमपी में पेट्रोल पंप भी बंद
मध्य प्रदेश में बंद के चलते एहतियातन प्रशासन की तरफ से स्कूल-कॉलेज बंद रखे गए हैं। इसके अलावा पेट्रोल पंप मालिकों ने भी दिन भर के लिए पेट्रोल पंप 10 से 4 बजे तक बंद रखे हैं। बता दें कि भारत बंद के तहत चुनावी राज्य मध्य प्रदेश सबसे संवेदनशील बना हुआ है, जहां पुलिस और प्रशासन पूरी तरह से मुस्तैद हैं।
यहां सुरक्षा बलों की 34 कंपनियां और 5000 सुरक्षाकर्मी तैनात हैं। प्रदेश के 35 जिलों में अलर्ट घोषित किया गया है। ग्वालियर में ड्रोन के जरिए निगरानी रखी जा रही है। एसडीएम नरोत्तम भार्गवी का कहना है कि सुरक्षा बल पूरी तरह से मुस्तैद हैं। कई जगहों पर धारा 144 लगा दी गई है लेकिन हालात फिलहाल सामान्य हैं। मध्य प्रदेश के विदिशा में लोगों ने काले कपड़े पहनकर प्रदर्शन किया।
राजस्थान के 10 जिलों में अलर्ट
राजस्थान के कई जिलों में भी बंद के मद्देनजर अलर्ट जारी किया गया है। सवाई माधोपुर में बुधवार रात से धारा 144 लागू कर दी गई गै स्पेशल डीजी (लॉ ऐंड ऑर्डर) एन आरके रेड्डी ने बताया कि सभी जिलों से एसपी के साथ बुधवार को मीटिंग की गई। उन्होंने बताया कि इसी साल 2 अप्रैल को जिन जिलों में हिंसा हुई थी उसे देखते हुए सीकर, अलवर, करौली और गंगापुर में अतिरिक्त बल तैनात किया गया है। उन्होंने बताया कि 10 जिलों में अलर्ट जारी किया गया है। इसके अलावा करौली जिले के हिंदुआं में सुरक्षा के कड़े इंतजाम किए गए हैं जहां अप्रैल महीने में हिंसा की खबरें सामने आई थीं।
यूपी में जलाए गए पुतले
वहीं उत्तर प्रदेश के वाराणसी जिले में भी एससी-एसटी ऐक्ट में बदलाव को लेकर प्रदर्शन किया गया। लोगों ने पुतले जलाकर सरकार के खिलाफ नारेबाजी की।
महाराष्ट्र में असर
महाराष्ट्र के ठाणे के नवघर में भारत बंद के दौरान लोगों ने प्रदर्शन किया। एससी-एसटी ऐक्ट में सरकार द्वारा किए गए संशोधन के खिलाफ लोगों ने होर्डिंग और बैनर लेकर प्रदर्शन किया।
क्या है पूरा विवाद?
दरअसल ये पूरा विवाद उस एससी-एसटी ऐक्ट को लेकर है, जिसमें मोदी सरकार ने संशोधन करते हुए सुप्रीम कोर्ट का फैसला पलट दिया था। एससी-एसटी संशोधन विधेयक 2018 के जरिए मूल कानून में धारा 18ए को जोड़ते हुए पुराने कानून को बहाल कर दिया जाएगा। इस तरीके से सुप्रीम कोर्ट द्वारा किए गए सभी प्रावधान रद्द हो जाएंगे।
सुप्रीम कोर्ट / केंद्र सरकार
अब सरकार द्वारा किए गए संशोधन के बाद इस मामले में केस दर्ज होते ही गिरफ्तारी का प्रावधान है। वहीं सुप्रीम कोर्ट ने अपने संसोधन में तत्काल गिरफ्तारी पर रोक लगाई थी। इसके अलावा सरकार द्वारा किए गए संसोधन में आरोपी को अग्रिम जमानत भी नहीं मिलेगी, बल्कि हाई कोर्ट से ही नियमित जमानत मिल सकेगी। जबकि सुप्रीम कोर्ट ने अग्रिम जमानत की मंजूरी दी थी।
अप्रैल में दलित संगठनों ने किया था प्रदर्शन
इसके बाद पूरे देश में दलित संगठनों ने अप्रैल महीने में बंद का आवाहन कर विरोध-प्रदर्शन किया। इस दौरान जगह-जगह हिंसा की खबरें आई थीं और कई लोगों की मौत भी हुई थी। इसके बाद केंद्र सरकार ने पुनर्विचार याचिका भी दायर की थी या यूं कहें कि बवाल, हिंसा और आगजनी के चलते पूरे देश में एससी-एसटी ऐक्ट को लेकर उबाल को देखते हुए केंद्र सरकार को संसोधन करना पड़ा।
